Overview The County of San Mateo's Information Services Department seeks qualified candidates for the limited term position of IS Project Manager II . Responsibilities Manage complex, County-wide and/or interdepartmental information services projects through all phases of the project life cycle, including identifying users' needs, gathering detailed requirements, analyzing feasibility, defining scope, estimating budgets, designing and programming systems, conducting technical reviews and testing, and overseeing implementation. Administer professional services contracts and perform related work as required. Coordinate and provide leadership to project teams; may exercise technical and functional direction and provide training on a project basis. Plan, organize, and define project requirements and objectives in consultation with end users; conduct risk assessments; develop concept documents, impact analyses, stakeholder analyses, and draft process documentation; coordinate activities with team members, user representatives, and outside vendors. Interview, analyze, and document end-user work processes and information service requirements; evaluate vendor packages for conformance with user requirements and priorities. Develop and track project budgets, contracts, and schedules; monitor progress and ensure contract requirements are met; develop RFPs/RFQs for professional services; evaluate proposals and recommend awards. Design and program systems applications; conduct technical reviews and system testing; oversee implementation; prepare feasibility studies and cost/benefit analyses; maintain a project risk matrix; monitor expenditures and approvals. Provide training and documentation; develop standards, policies, procedures, and technical documentation; act as liaison among various ISD staff and customer groups to ensure standards and protocols are maintained. Lead, coordinate, and plan application development, enhancement, and maintenance projects; manage multiple projects simultaneously and prioritize tasks to meet deadlines. Stay informed about new technology trends relevant to County operations; evaluate vendor solutions and implement improvements. Ideal Candidate Understand principles and practices of project management; identify technology needs, research and evaluate technology and applications, and implement effective solutions. Have experience with contract administration principles and techniques. Knowledge of: Architectural, civil, structural, and engineering design and specifications; budgeting and construction costs. Legal requirements for City and County projects; regulations affecting planning, zoning, design and construction. Education and Experience Equivalent to graduation from an accredited four-year college or university with major coursework in management information systems, computer science, or a related field and four (4) years of progressively responsible IT/systems project management experience that includes infrastructure or application implementation and integration projects. Additional related experience may substitute for education on a year-for-year basis, up to four (4) years. Licenses and Certifications Possession of a valid Project Management Professional (PMP), Program Management Professional (PgMP), or equivalent certification. Some positions may require a valid California Driver's License. Some positions may require industry-recognized IT certifications. Knowledge of EPIC EHR system user requirements specification, full cycle implementation and enhancements, installation of IT infrastructure networks arising from an increased user base, and end-user support. Principles and practices of project management; evaluating technology, applications, and effective action plans. Experience with IBM WebMethods, Identity and Access Management (IAM), and IT infrastructure network projects. Computer systems management, data management, contract administration, research and reporting methods, system evaluation and documentation. Government regulations and procurement processes; organizational policies; customer service best practices. Skills/Ability to Manage software development and upgrades using IBM WebMethods; manage IAM and IT infrastructure projects. Conduct complex research, evaluate alternatives, and prepare technical staff reports. Coordinate and plan applications development, enhancement, and maintenance projects; manage multiple projects simultaneously. Analyze requirements, solve systems problems, design procedures, provide technical guidance, and ensure efficient system utilization. Communicate effectively with customers and staff; establish and maintain professional relationships. Interpret and ensure compliance with applicable policies, laws, and regulations. Organize and prioritize a variety of projects and tasks; meet critical deadlines. Prepare program documentation, user procedures, reports, and other written materials. Physical Demands Must be able to work in an office setting and use standard office equipment; operate a motor vehicle; read printed materials and computer screens; communicate in person and by phone; frequently stand, walk, bend, stoop, kneel, and reach; lift, carry, push, and pull up to 50 pounds with proper equipment. Environmental Elements Office environment with moderate conditions; may interact with upset staff while interpreting and enforcing policies.
