The Town of Florence seeks a seasoned legal advisor to serve as the next Town Attorney. This executive position directs the strategic operations and legal oversight of all functions within the Towns Attorney Office. the Town Attorney provides strategic legal counsel and representation to the Town Council, Town Manager, Town departments, Community Facilities Districts, and appointed boards and commissions. The Town Attorney exercises broad discretionary judgment and serves as the final legal authority for the Town of Florence.

This role involves oversight of both civil and criminal matters, including litigation, contract negotiation, policy development, and compliance with local, state, and federal laws. The Town Attorney works with a high level of independence and serves at will to the Town Council, while reporting to the Town Manager. As such, the Town Attorney’s presence is required at all Town Council Meetings as well as Planning and Zoning Meetings.

The Town Council would prefer an attorney with expertise in the creation and management of Community Facilities Districts; annexation, land use, zoning, economic development; legal issues associated with operations of enterprise funds; the preservation of historic structures; and code enforcement in historic areas.

* Provide clear, timely, and practical legal guidance on municipal operations, policies, contracts, real estate, personnel matters, and legislative issues.
* Represent the Town in civil and criminal litigation, administrative hearings, and appeals in municipal, county, state, and federal courts.
* Draft, review, and approve ordinances, resolutions, contracts, leases, deeds, intergovernmental agreements, and other legal documents.
* Research and interpret federal, state, and local laws, regulations, and case law impacting municipal governance.
* Prosecute cases in Municipal Court and manage appeals.
* Investigate and advise on claims, complaints, and disputes involving the Town.
* Participate in the development of Town policies, procedures, and strategic initiatives to ensure legal compliance and reduce risk.
* Represent the Town on committees, boards, and at professional meetings; build collaborative relationships with community stakeholders, legislators, and partner agencies.
* Prepare and present reports, legal opinions, and recommendations to elected officials and staff.
* Manage the legal department budget, including forecasting and resource allocation.
* Perform other duties as assigned by the Town Council.

*Education and Experience*

* Juris Doctor (J.D.) degree from an accredited law school.
* At least six (6) years of progressively responsible experience in municipal law, open meeting law, public records, regulatory compliance, including litigation, administrative law.
* 3 years representing a public entity in Arizona
* 1 year supervisory experience and leadership responsibilities.
* Equivalent combinations of education and experience will be considered.

* Member in good standing of the State Bar of Arizona at the time of application.
* Valid Arizona driver’s license.
