Job Summary This position is in the Department of Licensing and Consumer Protection (DLCP), Office of the Director, Legislative Affairs Division. DLCP’s mission is to protect the economic interests of businesses, residents and visitors of the District by issuing business and professional and occupational licenses, registering corporations, and investigating and enforcing the Consumer Protection Procedures Act. Job Summary This position is in the Department of Licensing and Consumer Protection (DLCP), Office of the Director, Legislative Affairs Division. DLCP’s mission is to protect the economic interests of businesses, residents and visitors of the District by issuing business and professional and occupational licenses, registering corporations, and investigating and enforcing the Consumer Protection Procedures Act. Reporting to the Managing Attorney for DLCP’s Boards and Commission, the incumbent provides legal support services which facilitate the work of the legal staff of the assigned office. The incumbent may also responsible for the conduct of extensive and thorough legal research into and analyses of legislative history and precedent cases, decisions, and opinions that may be applicable to particular legal matters. Duties And Responsibilities Drafts opinions and orders to be issued by administrative law judges, administrative agency appellate boards, or other duly designated managers of legal work in areas such as litigation; the provision of legal opinions; or agency appellate or review board proceedings, actions of regulatory boards or commissions, and similar adjudicative functions based on hearings conducted under the Administrative Procedure Act or other statutory appellate authority. Performs extensive legal research, including search of statutes, regulations, legislative history, case law and other legal authorities on points of law applicable to particular legal matters. Reviews, analyzes and organizes facts and evidence; the analysis of legal issues; the application of law; fact finding; the drawing of legal conclusions; and the rendition of clear, effective and precise written presentations. Qualifications And Education Applicant must have at least one (1) year of specialized experience equivalent to at least the next lower grade level. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled such as examining case files and legal documents, drafting briefs or other litigation papers, analyzing legal issues, initiating fact finding, preparing for hearings or court appearances, or performing similar work. Tour of Duty: Monday - Friday 8:15am - 4:45pm Duration of Appointment: Career Service- Regular Appointment Pay Plan, Series and Grade: CS-0950-12 Promotion Potential: None Collective Bargaining Unit: This position is covered under a collective bargaining unit represented by AFSCME LOCAL 2743 and you may be required to pay an agency service fee through direct payroll deduction.
